Lemming

The act of intentionally sending less than the required amount of military needed to break a target. This strategy is usually used when no breakers are available, and a high value target needs to be taken out.

Failing multiple attacks in a row will not decrease the country's population, but it does decrease the number of units the defending country has, thus making it possible to eventually break it.
