Wargaining

Instead of full out netgaining, which is having low military levels and no war technology all set long, clans will "wargain". Clans wargaining are those who have worries about being FSed by another alliance. Wargaining prevents that clan from being caught with there pants down if they were to be FSed. If no FS comes, it gives the clan an option to wage a war with a clan they believed were going to FS them or they can switch to full out netgain mode to end the set with decent networths.
