Foreign aid is the process of sending goods directly to other countries needing those goods. Only 25% of a country's military units, bushels, and cash on hand may be sent to another player. There is a time delay between when a player sends foreign aid to another country, and when he/she is allowed to send the next aid package. Foreign Aid packages are limited only to countries with formal relations to your own country.
