- Researching technology

- Stealing technology via Land Grabbing(Standard Strike and Planned Strike) or Espionage(Commit Espionage Spy Op)
Purpose
To increase spy effectiveness. This technology increases your country's spies SPAL without having to produce and carry more spies. This can save you money a turn because spies are expensive to carry each turn.
