The word 'restart' in the context of Earth: Empires can be either used as a verb or a noun.  When used as a verb, it simply means to create another country, once an original country has been destroyed.  As a noun, it refers to a country that has been created once the owner's original country has been destroyed.  If the subsequent country is then destroyed as well, the country created afterwards is also called a restart.  Only the owner of a new country may create a restart he/she intends to play.
