Foreign aid is the process of sending goods directly to other countries needing those goods. Only 25% of a country's military units, bushels, and cash on hand may be sent to another player. There is a time delay between when a player sends foreign aid to another country, and when he/she is allowed to send the next aid package, dependent upon the server the country is on. Foreign Aid packages are limited only to countries with formal relations to your own country.
